That is a low SN for the Model M, so I suspect 1969 might be close. You could contact Steyr USA. They are very helpful.
I have the same model in .270 Win. Love it.
I had a 1952 carbine in ,30-06 and after I sold it, would never be happy until I had another Steyr Mannlicer... and now several more.
The .30-06 is very versatile, and can be loaded to lot of different applications.
