Once we have all our troops in place we will see significant improvements in security. This is what should have been done from the start. The real key will be whether Bush will be able to pressure the government of Iraq who call the shots on the ground to allow us to disarm the militias. If Iraq does not allow the disarming of millitias than we really are fighting a losing war, unless we have the will to do it ourselves without permission giving the Iraqi government plausable deniability.
