MS Loaded round counter?

    Not sure where to post this question, but hope someone will help. My 03 carbine has what appears to be a round counter on receiver above bolt release. It's round, about 1/4" diameter, has 4 numbers in quadrants and turns freely. I can think of no other reason for it being there except to count loaded rounds in magazine, but does not turn or function with bolt operation. As anyone seen anything similar? Who made and installed them? I think this rifle many have been originally sold and outfitted by G&H (Scope, receiver sight, etc.) if that's a clue. Attaching photo, I hope.
